is there a fee for a VSC? Do you tip?

No fee and they aren't allowed to accept gratuities of any kind. I always get the VSC though around here the examiners often don't get the decals until mid-July or August whichs seriously counterproductive to the program they promote. The VSC decal seasonally does save me a lot of unnecessary training boardings by the local USCG station crews, though the only thing I mind about that is those dam combat "boat shoes."

If you have CG Aux or the Power Squadron folks do it they also can't cite you. If the regular CG does it they can - $250 per violation.
