1998 Yamaha 115 Tilt & trim ?

OK I could not get it to work changed out the relays and still nothing so I disconnected the blue and green wires and hooked them directly up to the battery blue positive green ground and nothing. So I took a floor jack and put pressure on the skeg and the tilt motor took off it lifted the motor. I reversed the green to positive and the blue to ground it works sometimes the wires do become warm. Is this the sign that my motor is going bad or is bad ? And one more thing the relief valve to manually tilt the motor is froze and rounded out not by me I just got this boat.
