Yamaha 250 OX66 Shifting Hard

My counter rotating side does not want to go into gear. Awful crunch & then engages. With the motor off, it is hard to engage as well, both with the throttle & the linkage on the motor. We dropped the lower unit off last night & the throttles feel fine, so we think the issue is in the lower unit with the shifting lever.

How difficult & what kind of can of worms is it to open up this assembly? Thinking of finding a used lower unit and sliding it on? Any help here is greatly appreciated. The tuna have arrived...

What year motor. It may be the shift rod between the powerhead and the lower is rusting thin. Hold the bottom and move the linkage at the top by hand. How much "twist" is there?

If this is the problem then it means the powerhead needs to come off which can be a nightmare.
