Have you tried Boat US ?

They have insured all of the boats I have owned over the last 20 +/- years. Rates have always been competitive, service very good. I only had one claim, and that was handled very quickly and efficiently.

Just called progresive to get a quote and they say that they would not insure boat older than 15 in south FL.

Any other place where I could get a quote for a 1981 in south FL??? I have the survey done by reputable surveyor, if that helps.

If you don't have tons of money invested in your boat, you might consider liability only. My 300k liability only is about $400/year. Full policy from BUS was so high the agreed value would have been paid in premiums in about 7 years. Way too high in my opinion. This was a few years ago when rates were sky high from the hurricane claims, they may be lower now.
