There is one thing, you are under no legal or moral responsibility to tow or save someone's boat. If they are in peril, save them. The concept of SOLAS is safety of life, not property. It might be nice to save a boat, but why would you assume that liability not to mention the potential for damage to your boat? Let professionals, who are trained, equipped and insured do it.

Reminds me of the old days on the Severn River. About twice a year we would tie a stranded traveler abrest to a safe dock or "Sappingtons Marina" That was in a 12' boat dad made for me with a 5hp. We had little to no control pulling.
