Quick Question; Captain's License

I have to give a letter of recommendation for somebody to get their captain's license. What should be included in the letter of recommendation?

When I was going through the application process seaschool gave me a simple form to have filled out that said, "I do hereby certify that candidate listed below is of sterling character and capable and able to operate as a USCG Captain." I can't remember if that was the exact wording or not but it was along those lines nothing elaborate then the person just signed and dated.

I do remember they aren't elaborate. I assume they look for certain things and I wanted to make sure I cover all the bases.

I, the undersigned, certify from personal knowledge that the above applicant is a person of temperate habits and of good character and recommend him/her as a suitable person to be entrusted with the duties of the station for which application is made.
