Pulled out snaps

I have a mooring cover for my boat and it is attached by traditional screwed in snaps around the edges. One has pulled out completely and one is loose now. Whats the best way to fix these to prevent them from coming out again?

I can use a larger screw but kind of don't want to make any holes bigger. Can I drop some fiberglas resin in there and insert the screw again and be good to go or will that just pull right out again?

Drill the hole out a little over sized, then fill the hole with epoxy resin thickened with wood flour. Let it cure good, then drill a small pilot hole for the screw. Put a dab of 5200 on the screw threads when installing.
