Mercury Fuel System

I'm having trouble with a 1985 Mercruy 25XD (2 cylinders) At low rpms/idle it is missing on the lower cylinder. I have check fire and compression and everything checks ok. It appears as if there is no fuel making it to the lower cylinder thus no combustion?

It only has one carb so all the fuel enters the motor through a single jet. Then passes through the reeds the toward each cylinder. Where or what in the motor seperates the fuel and directs it to each respective cylinder? I feel certain this is where my problem may be? I noticed there are transfer plates on each cylinder is that where the fuel is allowed into the cylinder? Could that be failing and causing the no fuel issue? The reed box and reeds themselves do not appear seperate to each cylinder so I'm thinking that is not the problem?

Anyone here know the path fuel takes to get into the cylinders on a mercury?
