17.55 was a quick estimate from Raleigh NC to miami FL based on it weighing 16 lbs and going ups ground.

Our place is boarded up. Best of luck to those with places in the outer banks and coastal areas.

What if you just put a new gas tank in the cabin and plumb that one as your primary? Don't have to move anything, just stop using the old one? It's not glamorous but it could work.

I would agree that you should see more speed out of the boat. My guess is you may have a mounting height issue, incorrect prop, and or you are carrying more weight in the boat than you think. (something holding water...)
-
fyi, just looked at fast rails and they are not cheap. Probably cheaper to move the fuel tank.
-
Another option that may help is smart rails/fast rails on the rear portion. doesn't fix the CG issue but may provide more lift, how much at lower planing speeds, have no idea.

Despite what people are saying, I don't believe you are the devil of the waterways. First thing is that you want to understand what you could do to either plane at a lower speed. Wanting to know shows you are not a haphazard boater. Also, you identified that to even get planed out put you at a higher speed than comfortable. Again, you knew this was a bad situation. Yes, you probably had the perfect combination of variables to prevent you from planing out and running at a slower pace. You could change the prop(talk to ken and propgods to figure out if there are other options) or a better solution if you operate with that type of load, is to install trim tabs. My guess is you need some serious trim tabs if you operate with 9 people on the boat all the time.

2 Cannon downriggers: http://www.basspro.com/Cannon%C2%AE-LakeTroll%E2%84%A2-Manual-Downrigger/product/91035/-1323498
Used them twice. There is a little rust on the cables but that is mainly from non use rather than abuse.

I had a high speed through hull that was the pickup and fed water to it. I mainly was in the intracoastal in NC so it was salt water. Funny thing is that now I am only in the lakes and my boat could not be setup better for salt water fishing.

For 10-20k, I would look in the low 20 foot range. there is a big difference in cockpit space between a 17' and a 21' boat. I would look for something 20-22' and find the best value for what you want to do. Stay away from upholstery if possible as it's constant cleaning ect. just a good all around center console or dual console will serve you well.
