depending on the type of foam it is, you may be able to melt it with some laquer thinner or denatured alcohol
there are other chemicals that may work and it could be a hit or miss to find the correct one, unless the manufacter
can tell you.
this will be time consuming and tedious, and need a strong fan moving air.
still it would be better than cutting up the floor
use a good resperator

One thing to check is when it left the state
there may not be as many years owed as the state says
you can have the same trouble in Ga.
there are advalorem taxes on cars, boats,and almost anything they can hit you with here
when I first moved to Ga. I found out the hard way also
lucky for me it was only 300.00 back taxes on a used car

you will want to provide a ventilation path to your batteries in the new storage area
this will be needed to vent the gasses given off by the batteries while recharging
it is best to seal the battery comp. from any living space
to prevent corrosion to all your metal items in that space
this can be done by using sealed battery boxes with a built in vent tube
these are sold at speed shops for cars. they relocate there bats. to the trunks of there race cars
also make sure to use a large enough wire for the longer run to the engine

You should go to evinrude.com and look thru there parts break down pages
They have some of the most detailed parts list of any web site I've ever seen
Also if you determine to go ahead and work on it your self then get a factory manual
One other site that has a wealth of info, especially for Erudes is iboats.com
The sell parts so no forum for sales but the are a great bunch of guys with info on there forums
They have manufacturer specific sub forums and have given me a huge amount of info on my E 140

never heard of a govt. entity to refuse to take your money
Any building dept. that I have had contact with here and in north Fl. there were
a lot less inspecting and a lot more tax collectors
When growing up in Tampa I never had the need to do business with the building dept. there
