Sounds like the main ground wire on the engine. Check the main ground wire on the engine and battery. Even if it looks okay, disconnect it, clean it, apply dielectric grease and reconnect.

LOL!!!! You must have been in the engines RPM "sweet spot" coming back. If I run E10 in my 2007 Expedition 5.4, I get 18 mpg, if I run REAL GAS, I get 24. ETHANOL IS NOT THE SOLUTION.

Need to check to ensure that the butterflies on the carbs are actually closed. Sound like a stuck throttle arm. Make sure the binnacle actually moves and again closes the butterflies. He should definitely replace that primer bulb.
