It refers to the fact that you are probably under a high pressure condition which is not as conducive to fish feeding as a changing barometer. If you are from Louisiana you also know that the fish are eating if the cows are standing.

Thats funny the locals here in Texarkana say if the cows are eating the fish are to. But I'm west of the Mississippi what do I know

On the east coast of FL, if the wind is from the east it's usually productive. Now, I've never had a great day of catching when it blows from the west, so the saying here is; If wind is from the west stay home and rest, but who knows?????
