The picture meets the requirements for a personal photo, just upload it via your Controls.

You want a personal photo or an avatar?
The personal photo shows up in your profile. Example, click on your use name above, I see a photo. An avatar shows up under your user name in posts. Example, my patriotic girlfriend to the left. #5
