Boat is Located in Halifax, Nova Scotia 1990 / Registered in Ottawa LENGTH: 12.8 meters / 42 feet BEAM: 3.84 meters / 12.6 feet DRAFT: 1.4 meters / 4.5 feet 2.6 GROSS / NET TONS: 18.27 / 7.96 BUILDER: Bateaux De Mer Ltee, Cocagne, NB CRUSING SPEED: 15 knots approx. Displacement: Under 15 standard tons (>30 000lbs) Solid fibreglass Northumberland Strait style hull. Pilothouse forward, with full service galley, over the engine compartment. Forecastle forward with three bunks and washroom. Work deck abaft the pilothouse over the battery locker, aft machinery space and tiller flat. HISTORY & TYPE OF USE / SUITABILITY: “Speculator” was built to Transport Canada standards for fisheries patrol and RCMP purposes (originally named “Arcadie”). The vessel is reported to be good sea-boat and is well suited for multipurpose use (i.e. commercial or pleasure craft applications). TRANSPORT CANADA CERTIFICATION: “Speculator” has a Transport Canada approved stability booklet (APPENDIX 18.2). The most recent Transport Canada inspection was carried out in 2012 (tailshaft pulled back and drive-train components inspected, steering gear inspected, underwater thruhull fittings serviced, electrical system meggar tested and firefighting systems serviced). (APPENDIX 18.3) FLOOD PREVENTION: 4.1.1 High Water Bilge Alarms: There were no high water bilge alarms 4.1.2 Watertight Bulkheads: The forecastle aft / engine room forward bulkhead was designed to be reasonably watertight (watertight integrity was not tested during the survey). 4.1.3 Is There Adequate Drainage for the Work Deck: Yes - short bulwarks fitted with ample open freeing ports. 4.1.4 Bilge Pumping System: Bilge pumping system adequate for everyday use and emergency use. 4.1.5 Underwater Valved Thru-Hull Fittings: The underwater valved thru-hull fittings were serviced in 2012. There were no dissimilar metals issues or any another visible problems with exposed fittings. 4.2 FIRE FIGHTING EQUIPMENT / OTHER EMERGENCY SYSTEMS: 4.2.1 Portable Fire Extinguishers: Suitably sized ABC class extinguisher in the pilothouse, forecastle and engine room (readily accessible and fully charged). 4.2.2 Engine Room Fire Smothering System 1 x 20 lbs. Halon 1301 (serviced in 2012) Fitted and working. No propane onboard. No oil burning devices onboard. 4.3 COLLISION AVOIDANCE / GROUNDING AVOIDANCE: 4.3.1 Navigation Lights / Radar Reflector: Dual navigation lights fitted. Radar reflector fitted. 4.3.2 Fog / Signal Horn: Electric horn fitted. 4.3.3 Anchoring System: Two suitably sized Danforth style ship’s anchors with adequate rode in the forepeak chain locker. Electric windlass fitted. 4.4.3 Emergency Lighting: Two roof mounted searchlights fitted (new in 2012). 4.4.4 Underwater Hull Maintenance: The underwater hull was well maintained (clean of marine growth, antifouling and and anodes in good condition). 4.4.5 VHF Radio with DSC Emergency Distress Feature Fitted: DSC capable VHF onboard (not apparent if it was enabled). 4.5 PERSONAL SAFETY EQUIPMENT: 4.5.1 Life Raft One: Dunlop 6-person (non-Solas) life raft with hydrostatic release. The life raft was certified to May 1, 2013. Life Raft Two: Dunlop 6-person (non-Solas) life raft with hydrostatic release. The life raft was certified to May 1, 2013. 5.1 CONSTRUCTION PARTICULARS & CONDITION: 5.1.1 Hull and Framing: Well-built solid fiberglass hull with laminated stiffeners and transverse fiberglass-core bulkheads. Hull Condition Inside: There were no visible problems with the primary or secondary laminations (fiberglass connections) where exposed. No core material (in the bulkheads) was viewed during the survey. Hull Structural Condition Outside: The outer hull laminates were in notably good condition. The keel was fitted a full length stainless steel shoe. Hull Cosmetic Condition: The hull was in good cosmetic condition. 5.1.2 Forward Deck: Fiberglass-core forward deck in sound condition (a percussion test of the outer laminates revealed no delamination issues - no core material was viewed during the survey) 6.1 HYDRAULIC SYSTEM: Main engine direct drive hydraulic gear pump with electric clutch and 25 gallon steel reservoir. Basic system with all marine grade components – there were no leaks or any other visible problems (the system could not be properly tested with the vessel hauled out). 6.2 HYDRAULICALLY POWERED DECK GEAR: Hiab 2500 lb. capacity deck crane fitted with a 12” line hauler. The line hauler and the crane were reported to be working, but the fitting on the top end of the crane was damaged and must be serviced. 7.1 SHAFTING & ASSOCIATED EQUIPMENT: Stainless steel tail shaft with steady bearing, flax type shaft gland, fiberglass stern tube and cutlass bearing. There were no visible problems with the exposed components - the tailshaft was pulled back in 2012 and the drive-train components were serviced in compliance with Transport Canada regulations. In good condition where exposed. 10.3 MARINE GEAR PARTICULARS: 1990 Twin Disc MG-507A (I.D. tag not viewed). The marine gear was properly sized for the engine horsepower (not tested during the survey).
